"Require new topics to have tags from tag groups:" not honored

I have “Require new topics to have tags from tag groups:” enabled, but I can can still create new posts without choosing a tag from the designated group.

When I go to create a post, it shows options for a different tag group to choose from.

What would cause the required tag to not be honored and why aren’t they showing up in the list first to choose from?
