Here is how I do it.

Change a user's email when they can't access the email account and forgot password

There are cases where you may need to change a user’s email address on their behalf. For example, when the user account has a historical email addresses which the users can no longer access. This is somewhat common after migrating from an import of a preexisting system where they may have kept logging in with a username and password.
