Send a Welcome / How-to email to trust level 0

This topic is covered here, Welcome message - so I’m unsure if there are an updates. We would like to send users who have activated their account an email, a ‘welcome’ email that has some simple directions on how and where to get around the community. Is this possible, it appears it is not, at least not with the out of the box configuration.
