업데이트 실패 후 사이트 다운: "unaccent" 확장 생성 권한 거부

웹 UI를 통해 업그레이드하는 과정에서 다음 오류가 발생했습니다:

오래전에 app.yml 파일을 수정했는데, 이것이 문제를 일으키고 있을 수 있습니다:

이 변경 사항을 아주 오래전에 했기 때문에, 해당 주석 외에 당시 상황에 대해 기억이 나지 않습니다.

그 부분은 그대로 두었고, 업데이트 오류가 발생하기 전의 discourse 버전으로 되돌리기 위해 app.yml의 버전을 v2.8.0beta8으로 수정하여 시도해 보았지만, 다음과 같이 실패했습니다.

따라서 postgres를 10에서 업그레이드하거나, discourse를 2.8.0beta8으로 다운그레이드해야 하는 것 같은데, 두 가지 모두 실패합니다. 어떻게 해야 할까요?

우리는 2020년에 이미 PostgreSQL 10에서 이전했습니다(링크). 가능한 한 빨리 업데이트할 것을 권고합니다.
