Skip review media groups + upload:// watched word causes external link images to bypass review

Steps to Reproduce

Step 1

  1. Configure Skip review media groups: select certain groups to skip media review.
  2. Use a user who does not belong to any Skip review media groups to create a post:
  • Upload an image (upload://) → goes into review :white_check_mark:
  • External link image → goes into review :white_check_mark: (expected behavior)

Step 2

  1. Based on Step 1, add watched word upload:// and enable approval requirement.
  2. Keep Skip review media groups settings unchanged.
  3. Same user posts content:
  • Upload an image (upload://) → goes into review :white_check_mark:
  • External link image → does NOT go into review :cross_mark: (Bug; external link images should still go into review)

Bug Summary

  • Trigger condition: Skip review media groups + watched word upload:// with approval enabled
  • Actual behavior: External link images that would normally be reviewed bypass review
  • Expected behavior: External link images should behave as in Step 1 and continue to go into review

Yes, I meant “watched word”. Sorry for the confusion — I was referring to the Watched Words feature (Admin → Customize → Watched Words).
