Split view homepage with categories and topics

I have seen a few forums that have the Categories view displayed on the left-hand side of of the homepage while the Topics view is displayed on the right-hand side. How do I make this happen? Is it a plugin?

The split view can be enabled by finding the ‘desktop category page style’ setting in your admin panel, and then choosing “Categories and Latest Topics”
