Hi, I updated my sites today and realized staff notices are no longer on a colored background, they are just normal text and don’t stand out, is it intended ? Thanks.
Even stranger, some are with no background, some have it, what gives ?

can you give us more info? screenshots? have you made any recent changes, especially css-related? Do they show up properly in safe-mode?
I believe they’re called official notices now.

Ok it’s set to 90 days for me so that cannot explain the behavior.

You can do it with CSS. You can find some examples for hiding notices in Understanding and managing post notices. “Old” is what is added after the 14 or, in your case, 90 days.
Do you want to keep the highlight only on custom notices or also on the new and returning user notices?

The max for that setting is 36500 days, so 100 years? That should probably do it.

There is a UX request to treat those manually added post notices differently from the new and returning user ones and have them keep their prominent colour permanently:
You may want to add your voice to that to give it a bump. 
Though I also still think it would be a good idea to remove new and retuning user ones after x time as they become less relevant:

Yes, the color depends on the date when the post was created.

I wonder if it would make more sense to have that tied to when the post notice was created?
For the new and returning user ones it would make no difference as they’re tied to the post creation date, but for custom post notices added manually the timer does seem to be more useful and intuitive starting from the beginning of their ‘life time’. Otherwise you can put something new on and it has the appearance of something old.
Though Lilly’s other idea of making the custom post notices always highlighted is still a better option.
