Staff tags missing in settings?

The setting seems to have disappeared unless something changed that I couldn’t find by searching in the forum?
I am on the latest tests passed and tagging is turned on.

I think this was combined in the Tags Admin UI, if you look there, I think there is a Tag group for Staff
