"Start Updating" button lacks a button styling

“Start Updating” does not look interactable at all. Even just a border would be nice.
I went to this page multiple times waiting a bit before thinking “oh I actually need to click that”.

I don’t think this used to be the case in the past. I think it used to be btn-primary, but I could be mistaken.

You can still see that by disabling the “modernize Foundation” upcoming change, which removes the grey background.
