Start Upgrading button becomes active during docker-manager upgrades

Additionally, I noticed that the Start Upgrade button erratically becomes active during the upgrade in docker manager.

I’ve merged a fix for this bug: https://github.com/discourse/docker_manager/commit/8c1b3bb864387bded8556df6387654ca31622799 Once you upgrade docker_manager, this bug should be fixed for future upgrades.
