Is it possible to create a plugin or CSS user code to move the sidebar from left to the top?

On one site that uses the dropdown menu, while I prefer the sidebar, I use the query parameter that you can use for testing. It works quite well because I usually don’t close the tab with that forum. There is a site setting called Navigation menu that can be changed from “Sidebar” to “Header dropdown”.
