Is it possible to create a plugin or CSS user code to move the sidebar from left to the top?

There is a site setting called Navigation menu that can be changed from “Sidebar” to “Header dropdown”. Does that do what you’re looking for?

Yeah, exactly! Is that something a regular user can choose, or does an admin have to enable the feature? Does it apply to the whole site when enabled?

That’s an admin setting for the whole site. Users don’t have an option to flip it themselves.
