I have a tag restricted to admin use only, but when trying to use it (as an admin) it keeps saying Can't be used in this category. It was working fine before, but latest update seems to have broken it..
Can you check your category settings and see if these are filled in for the category you’re creating a topic in?
I suspect there may be some “security”-type changes recently which may have made things more strict than before.
I’ve tried in multiple categories (most have no tag restrictions). The tag has not been added to any category restrictions either.
I even created a new one, and via Tag Groups made it " Tags are visible only to the following groups" and added the admins category - so I should be able to use it… but can’t.
The funny thing is to begin with I could, but going back to it a day later and I can’t anymore.
When no category is selected it says Can't be used and when one is it says Can't be used in this category.
I wrote this data explorer query to find the limitation why I couldn’t use my tag a year ago. It checks if the tag or tag group is limited to other categories or if the category is limited to other tags. It’s kind of the forum wide overview of Group tag in new topic doesn't show the tags - #2 by Moin

Since admin usually can use tags even when the use is limited, I am not sure if it will help in your case. But I thought it’s worth a try
