Looking up tags/none I get an Oops! That page doesn’t exist or is private now, both on a sandbox instance I’m working on and on meta here.
I could follow that route on my instance a few days ago, but I updated and changed quite a bit, so I have no idea why it’s different now?
Try tag/none instead. I just ran into a similar issue, I think the tag route got renamed recently.

Selecting all categories and no tags from the navigation menu still directs to tags/none though.
