This has already been suggested at Template staff notes

Discourse has a fantastic templates plugin. It would be terrific to be able to use it for staff notices on pages, in other words, on this screen:

Topic closed as duplicate? As off-topic? And so on? I would rather not have staff write the notice by hand each time, but instead have some standardized language we keep updated in a template. Now that would be sick. Insert template, paste in link or whatever other details may be relevant, and done!

A workaround would be to open the post composer box, copy the template and paste it as a staff notice.

You can already do that by using the keyboard shortcut.

On Replit Ask we handle duplicate bug reports and duplicates in a unique way. If they add value we merge them into the original like on other forums but if it does not we close the duplicate and add a staff note sayings its dupe and linking to the original as a sign post (at least for the people that do search). Thanks for digging up that topic! I’m not sure why I didn’t find it when I looked for an old one.

That works for folks on desktop — I’ll be sure to let the others know. However, we’ve got folks on mobile and unfortunately there’s nothing in the UI that allows them to do so without doing the really clunky workaround of using a throwaway post editor.
