Perhaps you have a theme enabled that is messing with things? Maybe you are having trouble accessing an asset?

From my understanding, on theme creator, all themes are disabled unless under preview mode? I wasn’t previewing a theme when I saw those placeholders.

This should now be resolved - thanks for the reports everyone!
It wasn’t immediately obvious to the Discourse team because it was only an issue for non-admins. The theme-creator plugin introduces the admin js/translations for all users, but that tweak had been broken by the recent <script defer changes.
