I’m thinking of publishing this on github, but is it okay to publish something like this?

Feel free to make a Github repo for that. Then you should consider a Theme topic - or are you referring to a Theme topic?

Like Moin said, you can join the @theme_authors group to create a topic in the Theme category showcasing your theme.
