I came across this. I wanted to bulk select topics but when I do this happens

I can repro this. 
When I have Top Contributors set and select the bulk action option, the leaderboard stretches across the top of the screen. When deselecting Bulk Action again, the leaderboard remains stretched until a page refresh:
