tag ratings don’t stick

This currently lets every participant add their own rating in replies. That works well for topics like game reviews, where there might be one canonical topic per game. For other use cases, the topic creator may want the thread to represent only their rating or experience, with replies used for discussion rather than additional ratings.
Could you add a setting such as “Allow other users to add ratings”? When disabled, only the topic creator could submit a rating, while other users could still comment normally.
