Individual users can set their interface to arabic under https://meta.discourse.org/my/preferences/interface, which can be enabled with the site setting allow user locale.
If you are asking for site where you are the admin, you can set the default language to arabic in the site settings under /admin/site_settings/category/all_results?filter=default locale

What language can we use when we’re typing?
Discourse is full Unicode, so infinity languages. Except those that aren’t currently represented in Unicode.
