You need to edit the category permissions and remove the “Create” permission.
If you’re still having trouble, post the permissions you’ve configured.

感谢您的回答。我将其设置为只允许员工发布。当我将“所有人”权限更改为仅查看时，“新建主题”按钮并不会消失，他们甚至可以编辑。他们不应该有显示发布新主题的选项。

我保存了类别设置，刷新了浏览器。是用的非工作人员账号，可以编辑。类别选不了，显示只读，创建不了新话题。我记得之前“新建主题”按纽是不可以点击的，也不能编辑话题，这样子才符合逻辑吧
