Theme Translation fields not working

looks like the Theme Translations metafields are not updating. not sure what is needed to fix it

I can repro the issue.

Steps:

1. Translate one or both translations:
   

   

2. Edit and save the translation. The request sends the right values with a 200 status.

3. Reload the page: the original texts still appear (as well in the banner)
