I’m no longer able to click the “quote” button when highlighting text here on meta because the popup menu is now appearing behind the iPadOS menu.
Running iPadOS 18.7.1 with Safari on iPad Air 13” M3.

This has been sometime now. I blaimed 26 version. Changing to portrait gives space to see that menu.
I’ve purposefully held off updating to 26 for the reports of all the breaking changes Apple introduced 
I get mixed results on portrait versus landscape, the issue seems to be determined by how much (or how little) text you select to quote.
@j.jaffeux made a change for iPhone where we render the menu below. It is super hard to guess what the OS will do here (render native above / below / etc?) , but I guess we can apply a similar fix to iPad.
We determined the reason for this was the 2 different positionings of the menu (glass is below, non glass is above)
We fixed glass but broke legacy iOS. We are working on a fix that detects the iOS version and picks the location based on it.
