A recent update has caused an error to occur when saving a group’s membership settings if the Automatic email domain list is empty. After entering a email domain, it will allow it to save. Removing the domain will cause the error to occur again.
Here is the error.

### What is the problem
The change made in #31854 introduced a regression whe… n editing groups, preventing saving when no auto membership e-mail domains are entered.
This change fixes that and adds a system test.
And the fix has been deployed.
