Why do you want beginners to get to trust level 3? In general, I think you don’t need that many users who can change the title, category, and tags of other users’ topics and turn their own posts into wikis. I guess it’s best to ask the admins of that forum. The requirements mentioned in this blog post are the defaults. Admins can adjust them according to their community’s needs. In general trust level promotion works automatically once you fullfill all the requirements. But trust levels of users can also be locked to prevent them from advancing to the next level, even if they meet the requirements.

That won’t be enough. On Discourse, you gain Trust Levels via positive engagement, not “waiting” 
. That means reading, Posting (relevant stuff), receiving Likes, giving Likes etc. …

That’s not correct. The basic badge is granted when you reach the associated trust level, and trust level 1 is based on reading activity. This can, of course, lead to the fact that you reach the trust level at the end of the tutorial, but not everyone who completes the tutorial will receive the basic badge.
