ご質問ありがとうございます。実際には、同義語が未使用タグと見なされていたのがバグでした。

こちらで修正しました。

Currently, `Tag.unused` scope is used to delete unused tags on `/tags` and by Cl…eanUpTags job. Synonym tags, should not be included and treated as unused.
