흥미롭게도 저도 동일하거나 유사한 오류를 경험했습니다. Discourse 2.9.0.beta2를 사용하다가 ß3로 업데이트를 시도했습니다. ./launcher rebuild app을 실행하기 위해 docker_manager를 제외한 모든 플러그인을 비활성화했습니다. 외부 PGSQL 데이터베이스를 사용 중이며 버전은 다음과 같습니다:
$ psql --version
psql (PostgreSQL) 14.1 (Ubuntu 14.1-1.pgdg18.04+1)
실패 후 ./launcher restart app으로 컨테이너를 재시작할 수는 있지만, 응답이 500 오류를 반환합니다.
리빌드/업그레이드 중 발생한 최종 오류는 다음과 같습니다:

이것이 실제 권한 문제라고 믿기 어렵고, Discourse DB 사용자에게 pgsql에 대해 super user/root 권한을 부여하는 데는 망설여집니다.
