do note that there may be edge cases to this - if a category were protected with the intent of being some archive of e.g. moderated posts (?), for example. that said, i’m not too familiar with how Discourse works, just trying to think if this idea might be less straight-forward.

This would be a fairly large change, we don’t have the concept of individual topic-level permissions.
