Tentando usar um TOC para vincular tópicos em um FAQ. Quando clico no item do TOC, a página é recarregada e a referência # não é passada na URL, então a página não vai a lugar nenhum. No entanto, se eu digitar a URL diretamente no navegador, funciona.

Neste exemplo, se clicar no link para o Tópico 3, o TOC carrega a página, mas se eu digitar a URL https://meta.discourse.org/t/358380#p-1737996-some-heading-topic-3-3 diretamente no navegador, ele me leva ao cabeçalho do tópico.
