We don’t have Voice enabled.
Because of this, we manually remove the Voice badges from the badge settings:
Every single time I update Discourse, all the voice badges come back again and they all re-appear on the /badges page 
I suspect the action of rebuilding would bring them back and that an update itself may not be the root cause but I’ve not tried.
There may be a second separate bug that occurs when we do then remove the Voice badges, as it seems to break all the links on other badges, but I’ll type this issue up separately when I’m able to replicate consistently.
