Voting (both ability to vote and visible box showing votes) has randomly disappeared?
Our topic voting plugin is still enabled, voting is still enabled in the settings for the category, so it appears nothing has changed from my end.
I am hoping that not all the voting data has been lost as well…
Is this a bug?

Yikes, we have had a few more reports of it and are investigating.
The workaround to correct the issue is to toggle enable_topic_voting on your category (you go to edit the category and toggle it off and on)
We are trying to determine why this happened and fix it at the root.
We believe this was a caching issue, we resolved the root cause and this should not be happening any more.
