Welcome topic can't be created if General category is deleted

Building a new test instance I removed all of the unwanted categories before I realized I hadn’t created a welcome topic (to dismiss the banner).

Browser console shows a 403 error and the follow:

Good catch! We are going to be making changes in this area soon anyway, but maybe @blake can find an easy fix to prevent the error at least in the event of this edge case.

I have a similar issue: I deleted “General” category after moving the auto-generated welcome topic into another category.

The welcome banner does not show anymore. Is there any way to restore it?
