Exactly what you said, when the 
icon appears, it means that the post / topic has successfully been saved in the drafts section, where you can resume it or delete it, whenever you want.

Also maybe it is better if that icon is on the right side instead of the left side.
There is no item to hover, it fades away. Nothing to do here, carry on
