What is the purpose of the “Permanent” filter on the upcoming changes page?

The list is empty, but I expected the changes that were recently made permanent to appear there:

Yeah it does seem confusing now that you point this out. “Permanent” is an explicit step in our upcoming changes process that we skipped with those changes. We probably should have used that step so it appears here… but each step in the upcoming change process is optional. Something we should probably consider :thinking:

Based on this information, I’d like to ask again: What is the purpose of the permanent filter on the upcoming changes page? If permanent changes aren’t shown there, why is there a filter?

The answer to these questions sometimes is just “someone (i.e. me) simply forgot to remove it”, rather than there being some intentional reason around it. Removing the Permanent filter from the dropdown here:
