Many features in Discourse rely on a setting to give access by trust level. This has proven to be too inflexible over the years, so we are moving to a new practice of giving access to members of specific groups instead.

It’s a deprecation notice and shouldn’t do any harm. As Arkshine says, it’s connected to the move over to more group-enabled style settings, so you will likely see more as that effort continues.
Não tenho certeza de como desativar o aviso. Talvez reverter para o valor padrão depois de verificar se a nova configuração baseada em grupo está correta?
