When opening a new topic, some categories do not appear and cannot be selected.

Do you happen to have lazy-loaded-categories enabled? There might still be some issues with it, it’s an experimental feature. See Experimental ‘lazy_loaded_categories’ feature enabled on Meta

When I turned off this feature, the problem was solved. We can add this to the list of things to fix
