재구축 시 Discourse가 PostgreSQL 10을 제거하고 9.5 버전을 다시 설치합니다

맞습니다. 다음 줄이 app.yml 파일의 맨 위에 있었습니다.
"templates/postgres.9.5.template.yml"
이를 다음과 같이 교체했습니다:
"templates/postgres.template.yml"
이 변경 사항 이후 첫 번째 재빌드 시 Postgres 데이터베이스가 업그레이드되었습니다.
두 번째 재빌드가 현재 실행 중인데, 잘 작동하는 것 같습니다
