Is there a list of “Experimental Site Settings” somewhere?

No, but you can toggle them individually. When you find one you want, then just ask and you should be able to toggle it in the Rails console.
That’s how to do it!
There are also hidden site settings that you be to set in the console. Those you have to look in the site_settings.ymlPreformatted text in the source.
