I will try to explain what my statement is based on:
The plugin directory says that it doesn’t show all plugin available on Enterprise hosting.
That link takes you to a list of all #plugin topics which are tagged as official. The Who’s online plugin is an official plugin, so it’s on that list.
As an enterprise customer, you can have any plugins - even custom ones. See Discourse pricing | Discourse - Civilized Discussion
