Without careful investigation, it seems that the desired behavior worked until the changes that made subcategory permissions be affected by the parent category and that the suggested change is in keeping with how the staff group always worked.
Yes: I think this is the best way to deal with the present settings if you need to deal with multiple staff categories and groups of staff.
I agree also. It significantly increases the existing capabilities of the pre-populated staff category at little cost.
