Why can TL4 users email anyone?
This makes no sense.

I just discovered it creates a “staged user” and you cannot get rid of those users at TL4. It will also show people those new “users” and it could be invasive if you enter the “trust_level_0” users page.

I discovered this when looking at the roles, but I did not know it was so risky with trust level four.

There is a setting: min trust to send email messages — you can limit this to Staff or admins.
