The question is in the title. I would have expected plugins to disappear from the admin sidebar only when I deactivate them. Are the plugins added to the sidebar by a theme customization?

If I’m not wrong, the plugins can be added to the sidebar with add_admin_route in the plugin.rb file, so perhaps removing the frontend customization hence removes that as well.
Hmm, I’m not sure that helps me understand it better. Why is something from a plugin disabled when I only deactivate themes so that plugins still work - even in the frontend?

I have the impression that the check here needs to be more specific in order to verify that plugins are disabled.
