Why doesn't the link to all the topics appear under the title?

I don’t understand why the link below the title appears only once in a while:

What are the requirements to show the link from the post on the homepage, in the list, under the title of the topic?

The link appears that way when a URL or a link is pasted/used as the title of the topic. So just paste a URL in the title area:

And Discourse picks the title and creates a link.
