When a user responds to a topic which is a description of the section, it does not appear in the latest discussion tab.
Is this supposed to work?

Yes, the description topic is supposed to be suppressed from appearing in latest.

can such a subject be transferred ? or threads from such a subject ?

How to change that?
It’s a problem because if the discussion is going on, the user doesn’t get the right information about the new post.

Move them all to a discussion Topic and link them. The added advantage of that is you don’t pollute your formal communication with chatter.

Close the category descriptions. Then folks won’t reply to them. For the existing replies, use the admin wrench to select them and move them to a new thread.
