Not sure if this is a bug or a change of UX. It used to be that if there were no admin users, a new install would show the 
on the new install. On two installs I did today, I just got /latest.

Confirm, this is a new regression @eviltrout I just did an install on Digital Ocean and this is what I see on first bootโฆ
Can you proritize a fix for this first thing tomorrow? Our onebox security stuff is handled enough for now, this is kinda bad as it โbreaksโ all new installs.

Maybe this was already broken in February and my issue here wasnโt multisite-related at all?
Unlikely; we think this was related to recent optimizations by Sam. You can look at his recent public commits on Discourse to suss out the exact time, perhaps no more than 2 weeks ago.
