Can't access element defined in plugin outlet with DOM interface

Figured it out:

api.decoratePluginOutlet(
       "below-site-header",
       (elem, args) => {
           const button = document.getElementById('vic-button');
           console.log(button);
       }
    );

The output shows what I want. And now I can manipulate the element!
