That doesn’t affect existing tables.
Offhand, perhaps:
ALTER DATABASE "discourse" OWNER TO "discourse";
or:
ALTER DEFAULT PRIVILEGES IN SCHEMA "public" GRANT ALL ON TABLES TO "discourse";
The postgres logs should also tell you in more detail what operations are failing.
