I am wondering if these are self hosted could s plugin be spun up to override and allow Empty posts with maybe an additional settings of apply to all Categories option with option to set in categor y settings similar to things like solved plugin.
Sn earlier comment mentions reply by email with less technical users in the post mentions like his Grandmother. Though not sure if additional code would be needed as this is an incoming email post
