Yeah, they’ll persist in that case. But we force CLI updates at least once every 6 months, so I wouldn’t expect it to be too much of a problem.
Regarding locales, we are planning to make some changes so that they’re compiled “just in time” when first requested. Should be much more efficient, since most sites only operate in one language.
