polls プラグインのようにマイグレーションを行う方がよいと思います。プラグイン用のマイグレーションとモデルジェネレーターを作成しました：GitHub - spirobel/discourse at plugin_model_and_migrations これにより、マイグレーションファイルは polls プラグインと同じ場所に配置されます。
